A GPS gives you someone else's turn-by-turn route. A map shows the whole terrain so your cabinet can choose its own. Atlas maps the 24 domains where AI meets higher education into six verbs leadership can actually own — Decide, Protect, Educate, Serve, Run, Equip.
Why a map, not another maturity model
Maturity models tell you how far along you are. Atlas tells you whether you're looking at the whole territory in the first place — because you can't assess maturity in domains you didn't know existed. Left alone, the default outcome is fragmentation: every unit developing its own AI posture independently. Nearly everything in Atlas is, at bottom, a defense against fragmentation. Someone must own the whole map.

The maturity scale
Score any domain in one conversation — where are we, honestly? The unacceptable level anywhere is 1: an unmade decision being made by default.

Sequencing
The map shows everything; sequencing says what this year is for. Every domain carries a default your institution adjusts to its context.
The first three moves
- 1 Name the owner. Designate the executive owner of AI strategy and charter a governance body with real authority — and brief the board that it's happening.
- 2 Inventory what is already running. Embedded features, shadow tools, personal accounts, vendor AI switched on by default. Every institution that looks finds more than it expected.
- 3 Set the floor. Publish an interim acceptable-use position and one bright-line data rule people can remember. Interim and imperfect beats polished and absent.
Everything else grows from these three. NOW means the clock is running — not do everything at once.
